Description de la mission

The Global Commodity buyer will be responsible for managing all aspects of sourcing performance (QCD, working capital) delivering the best level of TCO (Total Cost of Ownership) on Electronics components - Drive sourcing, supplier management, and cost competitiveness for electronic components (e.g., semiconductors, passives, interconnects, PCBs) across the supply base to support NPI, ongoing production, and cost-down initiatives - Manage the supplier base to reach sourcing goals and and protect the company against potential unfavorable market trends. - Support Operationally the units for price transfer, components strategy implementation and network development - Support product production transfert ( from EMS to Wabtec or Wabtec to EMS) RESPONSIBILITIES COMMODITY STRATEGY & SOURCING - Map actual spent (supplier mapping & supply flows, technology mapping, competition risks, knowhow & technology shifts, Purchase Amount trends, shortage Impacts, Contracting and Terms & Conditions situation, obsolete management…) - Drive margin improvement by creating and executing cost reduction negotiations, extending supplier payment terms, and optimizing landed cost through control of logistics and tariff costs. - Improve material availability and quality by conducting supplier leadership reviews, recovering costs incurred associated with defects, conducting root cause analysis and implementing corrective actions related to delivery delays, eliminating premium transportation, and ensuring all purchase orders are promised in a timely manner. - Ensure LOA implementation - Challenge the Bill of Material to propose price and cost reductions - Align purchasing strategies with the needs of the Group. By means of developing and involving engineering in a Technical Savings program, by means of challenging the Centre of Competence as well as the Project Engineering - Partner with Engineering on component standardization, alternates, and lifecycle optimization (EOL/PCN management). COMMODITY PERFORMANCE - Contribute to delivery, annual saving, OTD, PPM/NCR performances - Build, follow-up and monitor the local sourcing action plans - Participate in the elaboration of the global and local purchasing budgets - Optimize working capital needs, decrease the level of inventories MANAGE THE SUPPLIER BASE - Consult, negotiate, select and contract the supplier on every needs of the commodity. - Rationalize the supplier panel to keep only the best suppliers. Develop and maintain a world-class supplier base according to the group’s guidelines and principles. - Manage their QCD Performance. Optimize supplier performance, including continuous improvement EDUCATION/TRAINING Master degree preferred, in Engineering or Supply Chain or Purchasing Management or professional experience equivalent PROFESSIONAL EXPERIENCE - Expertise on the commodity assigned (Electronics) - Skilled negotiator - Fluent in Chinese & English, Other languages is a plus - Experience in a globalized industrial environment - Written and oral communications skills - Proficiency in Microsoft Office Professional Suite KEY COMPETENCIES (TRANSVERSAL/PROFESSIONAL) Purchasing / Negotiation skills Excel and Powerpoint Manage short term and mid-term expectations Analytics skills Technical and Purchasing Expertise LANGUAGES English and Chinese Professional proficiency written and spoken
